Your cost per acquisition (CPA) jumped this week. One teammate wants to install a marketing plugin. Another wants to give Claude write access to Meta Ads, and a third shares a folder of Skills. Each suggestion uses a different Claude layer, and nobody knows yet what broke.

**A Claude Skill teaches Claude how your team does a job, such as a CPA diagnostic. An MCP connector gives Claude access to a live system, such as your ad account. A plugin packages Skills, connectors and commands into one install for a team. Start with a Skill that proposes changes, add read-only MCP when you need live rows, and put every write behind a human approval.**

This guide covers the layer choice inside Claude. If you still need to choose between Claude Skills, Claude Code and n8n, read [n8n vs Claude Code vs Claude Skills for marketing ops](https://buildwire.ai/blog/n8n-vs-claude-code-vs-claude-skills-marketing-ops/) first.

## What is the difference between a Claude Skill, an MCP connector and a plugin?

A Skill is procedure, an MCP connector is access, and a plugin is distribution. HubSpot's guide from October 14, 2026 uses that same three-way split ([HubSpot](https://blog.hubspot.com/marketing/claude-skills-plugins-mcp?ref=buildwire.ai)). Anthropic's help page says it in one line: "MCP connections give Claude access to tools, while skills teach Claude how to use those tools effectively" ([Claude Help Center](https://support.claude.com/en/articles/12512176-what-are-skills?ref=buildwire.ai)).

- **A Claude Skill** is a folder of written instructions, and sometimes scripts, that Claude loads when a request matches the Skill's description ([Agent Skills docs](https://docs.claude.com/en/docs/agents-and-tools/agent-skills/overview?ref=buildwire.ai)).
- **An MCP connector** is one live connection between Claude and a service such as Google Ads or HubSpot, built on the open [Model Context Protocol](https://modelcontextprotocol.io/introduction?ref=buildwire.ai).
- **A Claude plugin** is an installable package of Skills, connectors, commands and agents that a team adds in one step.

| Layer | Job it owns | Marketing example | What it cannot do alone |
| ------------- | -------------------------------------------------------------------- | --------------------------------------------------------------------------- | --------------------------------------------- |
| Skill | Procedure: how your team diagnoses, audits or drafts | A diagnostic that turns ad exports into a metric tree and ranked hypotheses | Read a live ad account, CRM or GA4 property |
| MCP connector | Access: read or act in an outside system, inside your permissions | Pull the last 30 days of Google Ads or Meta Ads rows into Claude | Supply your team's review method |
| Plugin | Distribution: one install of Skills, connectors, commands and agents | Give every media buyer the same paid-media toolkit on day one | Repair a Skill that gives the wrong diagnosis |

No layer ranks above the others. A Skill without a connector still works on exports that you upload. A connector without a Skill also works, but Claude then picks its own method. Anthropic's Claude Code docs make the same point about plugins. Skills and MCP servers work on their own, and a plugin packages several of them as one unit ([Claude Code docs](https://code.claude.com/docs/en/plugins?ref=buildwire.ai)).

## Why are marketing teams asking this question now?

Two changes arrived in the same month. First, HubSpot published its plain-language guide to the three layers on October 14, 2026\. Second, Meta's ads MCP server lets agents such as Claude read and change ad accounts. The layer choice now decides who can touch spend.

Search data shows the confusion. We analyzed US search volumes for 10 Claude keyword variants with DataForSEO on October 16, 2026\. "Claude skills" gets about 40,500 searches a month, "claude connectors" about 3,600 and "skills vs mcp" about 590\. The top 10 results for "claude skills vs mcp" explain the difference for developers. None of them map it to a marketing job.

Public tests also show why the order matters. On October 10, 2026, Davide Cosmai connected Claude to his Meta ad account through the official server. Claude created a paused €20-a-day campaign, and a Claude Code safety check stopped it before the ad set step ([Davide Cosmai](https://davidecosmai.com/en/notes/claude-meta-ads-mcp/?ref=buildwire.ai)). The activity log recorded the change under his own name.

## Which layer should you use for a marketing job?

Use this table before you install anything. Read the "Don't use when" column first, because it catches most wrong picks.

| Layer | Use when | Don't use when |
| ------------- | ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ | --------------------------------------------------------------------------------------------------------------------------------- |
| Skill | The method repeats every week, such as an audit, a CPA diagnostic or a dashboard narrative. You can supply exports. You want the same output shape on every run. | You need live rows that Claude cannot see. You still do not know which method is right. |
| MCP connector | The job needs current data from Google Ads, Meta Ads, Search Console, GA4 or your CRM. You trust the method already and only lack access. You can start with read-only access. | You have not chosen the method yet. You want write access as your first test. You use the connector to avoid writing a checklist. |
| Plugin | More than one person needs the same Skill and connector set. Onboarding must be one install. You tested each part on its own first. | One Skill on one machine already does the job. You have not tested the Skill or the connector. |

HubSpot gives a matching rule: a single Skill or a single connector does not need a plugin ([HubSpot](https://blog.hubspot.com/marketing/claude-skills-plugins-mcp?ref=buildwire.ai)).

## How do you fix a CPA spike in the right layer order?

The situation: blended CPA rose week over week, and leadership wants an answer by Friday.

### The common wrong order

1. The team installs a marketing plugin first.
2. The team gives Claude write access to Meta Ads or Google Ads so that it can change bids.
3. The team asks Claude to fix the account.
4. Nobody can say whether the spike came from delivery, conversion rate, tracking or one creative segment.

This order buys access and distribution before the team has a method.

### The order we build in

1. **Run a Skill first.** Give the [Ad Performance Diagnostic](https://buildwire.ai/claude-skills/ad-performance-diagnostic/) Skill exports for the affected period and the prior period. State the target metric, such as CPA, ROAS or cost per lead. Attach a short log of budget, launch, promotion, site and tracking changes.
2. **Read the output before you act.** The Skill returns a metric tree, ranked hypotheses with supporting and conflicting evidence, data-quality checks and next checks. Its own page states the limit: it cannot see account settings, landing pages or CRM outcomes unless you supply that evidence.
3. **Add read-only MCP only if the diagnosis needs live rows.** Examples are fresh segment cuts, current bids or yesterday's delivery. Our [guide to live-data marketing Skills over MCP](https://buildwire.ai/blog/claude-marketing-skills-live-data-mcp/) shows the setup, and the [Meta Ads and Google Ads connection guide](https://buildwire.ai/blog/the-beginner-s-guide-to-connecting-meta-ads-google-ads-to-claude-via-mcp/) explains each step.
4. **Put write access behind a human gate.** Claude proposes paused changes, bid caps or creative pauses. A person approves them, and only then does the connector write. On Meta, a portfolio admin can block budget edits and status changes per ad account in Business Suite ([Lazarina Stoy](https://www.datastudioformarketers.com/meta-ads-mcp/?ref=buildwire.ai)).
5. **Build a plugin only when the team needs the bundle.** When the Skill and connector work for you, package them for the media buyers. The [Claude marketing plugin B2B setup](https://buildwire.ai/blog/claude-marketing-plugin-b2b-setup/) post covers the install steps.

Three supporting Skills fit the same path:

- [Google Ads Weekly Audit](https://buildwire.ai/claude-skills/google-ads-weekly-audit/) for the weekly hygiene check after the spike has an explanation.
- [Dashboard Narrative Builder](https://buildwire.ai/claude-skills/dashboard-narrative-builder/) when the diagnosis must become a story for stakeholders.
- [Paid Advertising Skills Pack](https://buildwire.ai/claude-skills/paid-advertising-skills-pack/) when you want several paid-media Skills in one download. These stay Skills, so they still need a connector for live data.

## How is this guide different from other BuildWire posts?

Each post answers one question, so you can go straight to the one that matches your job. The first three have links earlier in this guide.

| Post | Question it answers |

| This guide | Which Claude layer does this job need? |

## What is the safe pattern when MCP can change your ads?

Use three steps for any connector that can change ads or CRM records:

1. The Skill proposes a short action list.
2. A person approves the list and any write preview.
3. The connector applies the change, and new campaigns start paused or capped.

Meta's server already creates new ads in a paused state. A separate activation tool starts the spend ([Lazarina Stoy](https://www.datastudioformarketers.com/meta-ads-mcp/?ref=buildwire.ai)). In Claude, choose "Allow always" only for read tools, and leave write tools on ask. If your setup cannot hold a change for approval, stay on exports and a Skill until it can.

## The bottom line

Match the broken job to the layer before you install anything. Run a reviewed Skill that proposes changes, and add read-only MCP when live data is the missing input. Gate every write, and build a plugin only when a team needs one install.

## How we checked this guide

- We read the HubSpot guide, the Claude Help Center page on Skills, and Anthropic's Skills and plugin docs on October 16, 2026.
- We confirmed that every BuildWire link in this post loaded on October 16, 2026.
- Search volumes come from DataForSEO for the United States, last updated in September 2026.
- The Meta ads MCP behavior comes from two dated public write-ups. We did not run a write test on a live ad account for this guide.

## Frequently asked questions

What is the difference between a Claude Skill and MCP?

A Skill teaches Claude how your team does a marketing job. MCP is the open protocol that connects Claude to live tools and account data, so it can do that job on current rows.

Is a Claude connector the same as MCP?

A connector is one live connection, built on MCP, between Claude and a specific service such as HubSpot or Meta Ads. MCP is the protocol underneath every connector.

Do I need a plugin if I already have a Skill?

No. A plugin is a way to distribute Skills and connectors to a team. A Skill that already works for one person does not need a plugin.

Should I connect write access before I run a diagnostic Skill?

No. Run the diagnosis on exports or read-only access first. Give write access only after a person reviews the proposed changes.

How is this different from choosing n8n or Claude Code?

That choice is about which tool runs the automation, its schedule and its retries. This choice is about layers inside Claude: method (Skill), access (MCP) and install package (plugin).

Which BuildWire Skill should I try first for a CPA spike?

Start with Ad Performance Diagnostic. Use Google Ads Weekly Audit for the weekly check after you explain the spike.
